Legislative Update – Transmittal Break
Transmittal was on Friday, meaning a bill introduced in one chamber must have passed that chamber and been “transmitted” to the other. If a bill did not make transmittal, it is considered dead. There are some exceptions to this rule that I won’t dive into, but we could see a bill or two come back to life toward the end of the session.
For us, this meant the last few weeks were busy. Many of the bills we testified on were amended in Executive Action after the hearing and then quickly passed through the floor. In other words, a lot of bills have changed from what we originally evaluated, and we have not yet reviewed those changes.
Regarding our priorities so far, the bill that caused us the greatest concern, SB 146, is dead—for now (see above). Most of the bills we supported have made it through. However, there are still several bills we have concerns about. Some of those concerns may have been addressed through amendments, but we need time to evaluate them. This week, we will review those bills and re-establish our priorities for the remainder of the session.
